Jackson County Police Records Overview

The Jackson County Sheriff's Office is the county-level law enforcement agency and the primary custodian of Jackson County police records. The main office is at 4001 Lexington Avenue, Kansas City, MO 64128. Sheriff Darryl Forte leads the department. Office hours are Monday through Friday, 8:00 AM to 5:00 PM. You can visit the department online at jacksongov.org/sheriff. Jackson County is part of the 16th Judicial Circuit, one of the busiest court circuits in Missouri.

Jackson County is among the most populous counties in Missouri. It includes Kansas City, Independence, Lee's Summit, Blue Springs, Raytown, Grandview, Belton, and many other communities. Because of this scale, the sheriff's office runs a dedicated Records Division to handle public records requests. Call the Records Division at (816) 541-8017. Email requests go to JCSORECORDS@Jacksongov.org. For detention-related records, contact the Department of Corrections at (816) 881-4200. All three contact points are active and used for different types of records.

Records held by the Jackson County Sheriff's Office are comprehensive. They include incident reports from deputy responses, arrest records with full booking information, booking logs, inmate rosters for the county jail, warrant lists, accident reports, and criminal history check results. The sheriff's office also maintains an online inmate search tool that allows the public to search current inmates by name, sex, and race before submitting a formal request. Under RSMo Chapter 610, these documents are presumed open once investigations become inactive.

How to Request Jackson County Police Records

The Jackson County Sheriff's Office Records Division accepts requests by email, mail, and in person. Email your written request to JCSORECORDS@Jacksongov.org. For mail requests, send to 4001 Lexington Avenue, Kansas City, MO 64128. Call the Records Division at (816) 541-8017 to confirm the right record type and format before submitting. For detention records, the Department of Corrections is the right contact at (816) 881-4200.

Put your request in writing. Include the full names of everyone involved, the type of record you need, the date of the incident, and any case or report numbers. Detailed requests get responses faster. Broad requests take more time because staff must search more widely. The office also has an inmate search tool on the Jackson County website, which can help you confirm whether someone is in custody before submitting a formal request for their booking records.

Fees at the Jackson County Sheriff's Office are:

  • Accident and incident reports: $5 to $15 per report
  • Background checks: $15 to $20 per request
  • Paper copies: $0.10 per page
  • Research fees: Based on the hourly rate of qualified staff

Section 610.023 RSMo gives the office three business days to respond. If more time is needed, the office must notify you in writing and explain the reason. Section 610.026 RSMo caps paper copy fees at $0.10 per page statewide. Once you pay, the office releases the records or copies.

Note: Records from active investigations may be held. Under Section 610.100 RSMo, arrest and incident reports become public once a case is no longer active.

The 16th Judicial Circuit and Jackson County Courts

Criminal cases in Jackson County are filed in the 16th Judicial Circuit. The circuit operates two courthouse locations to handle the volume of cases from this large county. The Jackson County Courthouse in Kansas City is at 415 East 12th Street, Kansas City, MO 64106. The Eastern Jackson County Courthouse serving Independence and eastern parts of the county is at 308 West Kansas Avenue, Independence, MO 64050.

Both courthouses handle criminal cases filed under the 16th Circuit. Which courthouse handles a specific case depends on the location of the incident and the division assignment. For court filings, the fastest way to check is through Missouri Case.net. That system covers all 16th Circuit cases and shows which courthouse and division holds the file.

Court clerks at both locations maintain the official case files. If you need certified court documents, you will need to contact the clerk's office at the appropriate courthouse. Case.net shows you where a case is filed. The clerk's office can then process certified copy requests. For the Kansas City courthouse, call the 16th Circuit Court Clerk. For the Independence location, use the Eastern Division clerk's number listed on the Missouri Courts website.

Note that court records and police records are separate things. Court records come from the clerk's office. Police records come from the sheriff's office or city police. Both systems are open to the public but have different contacts and different procedures.

City Police Records Within Jackson County

Jackson County has many cities with their own police departments. Each department maintains records separate from the county sheriff's office. Which agency to contact depends entirely on where the incident occurred.

Kansas City has the Kansas City Missouri Police Department, one of the largest law enforcement agencies in the state. The KCPD Criminal Records Section handles report and video requests. The section is open 8:00 AM to 2:00 PM Monday through Friday. Call (816) 234-5100 for the Criminal Records Section. Traffic crash reports and police reports are available for purchase online, in person, or by mail. Reports are typically released to the public 20 business days after the incident date. Mail requests go to: Kansas City Missouri Police Department, Attn: Criminal Records Section, 1125 Locust, Kansas City, MO 64106.

Independence is a major city in Jackson County with its own police department. The Independence Police Department handles records for incidents that occurred within Independence city limits. Contact that department directly for incident reports, accident reports, and other records from events in Independence. The county sheriff's office does not hold city police records.

Other cities in Jackson County, including Lee's Summit, Blue Springs, and Raytown, each have their own police departments and maintain their own records. If you are unsure which agency responded to an incident, the address of the event is the key factor. Unincorporated county areas go to the sheriff. Incidents inside any city's limits go to that city's department.

Missouri Sunshine Law in Jackson County

Missouri's Sunshine Law, at Chapter 610 of the Missouri Revised Statutes, governs access to Jackson County police records at both the county and city level. Section 610.011 sets the core policy: government records are open unless a specific exemption applies. This covers the Jackson County Sheriff's Office, the Kansas City Police Department, the Independence Police Department, and every other public law enforcement agency operating in the county.

Section 610.100 specifically covers law enforcement records. Arrest and incident reports become public once the related investigation is no longer active. Records that could harm victims, witnesses, or undercover operations may be withheld. Materials that would damage an ongoing case can be held back temporarily. These are narrow exceptions. The default rule in Missouri is openness, and courts have consistently backed that reading.

For a large metropolitan county like Jackson, the volume of records is high. The sheriff's office runs a dedicated Records Division and a separate Department of Corrections contact precisely because the scale of requests is significant. The Missouri Attorney General's Office handles Sunshine Law complaints statewide. If any agency in Jackson County fails to respond within three business days or denies a valid request, file a complaint at ago.mo.gov. You may also pursue a civil lawsuit in circuit court to force release of records.

Social security numbers, driver's license numbers, and financial account details are redacted from all records before release under Section 610.035 RSMo, even from otherwise public documents. This applies across all agencies in the county.
