About Police Records in Ripley County

The Ripley County Sheriff's Office is the main law enforcement agency for the county and the primary keeper of local police records. Sheriff Donnie Munhollon heads the office at 100 Courthouse Square, Doniphan, MO 63935. The office handles patrol, jail operations, and civil process for all unincorporated parts of the county.

Records held by the sheriff's office include incident reports written by deputies, arrest records with booking details, accident reports from crashes on county roads, warrant information, booking photographs, and inmate data for those in the county jail. The office also holds civil process files tied to court orders served in Ripley County. Under RSMo Chapter 610, these records are presumed open to the public unless a specific exemption applies. The burden of proof to withhold a record falls on the agency, not the person asking for it.

Section 610.100 RSMo specifically covers law enforcement files. Arrest and incident reports become public once an investigation is no longer active. If a case is still open, some details may be withheld. Once charges are filed or a case closes, the records are generally available. Booking photographs are public in Missouri. Active warrant lists are maintained by the sheriff's office and can be requested as public records.

How to Request Records from the Ripley County Sheriff

The Ripley County Sheriff's Office takes records requests in person and by mail. The office is open Monday through Friday, 8:00 AM to 4:30 PM. Walk-in requests are accepted at 100 Courthouse Square, Doniphan, MO 63935 during those hours. You can also mail a written request to the same address. Call (573) 996-2516 before you visit if you have questions about what to bring or what to include.

Put your request in writing. Include the full name of the person the record concerns, the date and location of the incident, the type of record you need, and your own contact information. A case number or report number helps if you have one. The more detail you give, the faster the office can find what you need. Vague requests take longer to handle and may cost more in research fees.

Under Section 610.023 RSMo, the sheriff's office must respond within three business days. That response can be the records themselves, a request for more time with a written explanation, or a written denial stating the legal grounds for refusal. Section 610.026 limits copy fees to $0.10 per page for standard paper copies. Research fees are tied to the hourly rate of the lowest-paid staff member capable of doing the work. Make checks or money orders payable to the Ripley County Sheriff's Office.

Note: The office does not release social security numbers even if they appear in otherwise public records, per RSMo 610.035. Juvenile records and records related to ongoing investigations may also be withheld or redacted.

Missouri Sunshine Law in Ripley County

Missouri's Sunshine Law is one of the stronger open records laws in the country. It is found in RSMo Chapter 610 and covers every public body in the state, including the Ripley County Sheriff's Office. The law sets a strong default in favor of access. Records are open unless the law says otherwise.

Section 610.023 gives agencies three business days to respond to records requests. If they need more time, they must explain why in writing. Section 610.026 limits the fees agencies can charge. Copy fees are capped at $0.10 per standard page. Research fees cannot exceed the hourly wage of the staff member doing the search. These limits apply to all public bodies in Missouri, including county sheriffs and city police departments.

The Missouri Attorney General's Office handles Sunshine Law complaints. If the Ripley County Sheriff's Office does not respond within three business days, refuses your request without legal grounds, or charges fees above the legal cap, you can file a complaint with the AG's office. Violations can result in fines and court orders to produce records.
